IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Hanley declared a potential conflict of interest. **The presence of Representative Kott was noted. Representative Ryan moved and asked unanimous consent that he be allowed to abstain from voting due to a potential conflict of interest. Objection was heard, and Representative Ryan was required to vote.
